At one point Garth, the leader of the Zi Foundation helped a young girl named Carol, whose family had been killed by the Empire during the early parts of the war. She would become one of his most loyal followers, and though she was aware of his shadier dealings, she truly believed in the good that the Zi Foundation brought to the world.
This organization would become a front for manufacturing weapons after the end of the war. It appeared to have far-reaching connections, with Garth inviting retired soldiers from both armies to many charitable events. This influence would be seen as the organization began distributing weapons that were still thought to be under development by the armies themselves, implying that he might've had connections within the army, even the Empire.
When a transport carrying some of these illegal items was discovered by a mercenary, Irvine, Garth had to act quickly. They knocked him out and moved him into a building, where they placed some of the stolen goods as planted evidence. He then relayed orders for Carol to go to the location and arrest the fugitive. His intention had been for Irvine to be killed shortly after his arrest, ensuring that the discovery of the illegal weapons would be tacked up as an already-solved case, all evidence to the contrary dying with Irvine. The group took his Lightning Saix while he was unconscious.
He hadn't anticipated how determined Irvine would be, however. He escaped shortly after his capture. Garth also wasn't aware that his eye patch wasn't just an accessory. It was a device that had recorded evidence of his involvement even after Irvine was knocked out. It proved that Garth was responsible.
When Carol and Irvine showed up at the hangar on Garth's property where the Lightning Saix was being stored, he figured that he had Irvine right where he wanted him. He expressed his plans to mass produce the Lightning Saix, knowing that such a complex Zoid would have no end to the buyers. He ordered Carol to end it, to shoot Irvine then and there. However, in their time traveling together she'd had a change of heart towards Irvine. She fired instead into the steam pipes of the ceiling, giving Irvine a chance to escape. In spite of this she took chase, keeping Irvine and his Zoid busy while Garth went outside to deal with the rest of the Guardian Force. He and his Gun Sniper were struck down by Bang's Blade Liger, putting an end to his shadier dealings. The fate of the Zi Foundation afterwards is unknown.
