With the 77th Grand Prix fast approaching, the Guardian Force busted up a ring of Prozen loyalists who'd been planning to have Emperor Rudolph assassinated. They were unfortunately too late to apprehend the assassin himself, a man known only as 'The Phantom', who insisted that the job be carried out no matter what happened to his employers. Thus it became a high security issue for the Emperor to open the Grand Prix as he did every year.
More than 300 men were placed around the stands to search for the assassin. At one point they had a report of a suspicious boat that'd mysteriously disappeared, and found a boat with a Gun Sniper in it. The boat detonated without taking a direct hit, signaling that the assassin had already escaped.
Soon after, explosives were detonated near the transporters. During the distraction the assassin slipped into the Emperor's booth and fired on what he thought was Rudolph, only to find that the Emperor who'd opened the race was nothing more than a hologram. The real Emperor Rudolph had taken part in the race itself as the masked racer, Masquerade. He won the Grand Prix after Moonbay's Sinker clipped its wing on the side wall during the final lap.
