Dr. Land's role within the Empire allows him a certain degree of independence. He often goes out with minimal escort to retrieve archeological finds, make deals for important parts, and generally carries out these activities as the lead, with no one speaking for him. A significant amount of his work is out in the field, and he seems to garner a great deal of respect from his superiors for the incredible technological advancements he has achieved.
Dr. Land was originally a member of the Republican Army. However, his greatest ambition was to create the most powerful Zoid. In that regard, the Empire was clearly the superior choice, in both work environment and capital. It so happened that the Empire was looking for a scientist, as they had started way behind the Republic, landing on Earth a year later. Thus they recruited Land to join their forces, making him a traitor to the Republic.
When Dr. Land discovered the skeleton of an old, incredibly destructive Zoid, the Genospino, he began restoration efforts immediately. The Zoid had been displaced over a wide area due to tectonic shifts, so while they had the bulk of the skeleton, the Zoid couldn't yet be restored. One of the Geno Sawzer blades was recovered from a group of scrap dealers, whose Zoids were subsequently destroyed when they tried to extort him for more money. Soon after, he was introduced to Giller, who would act as his guard, and also become the future pilot of the Genospino. Land agreed to this, and went on to successfully excavate the bulk of the Geno Sawzer blades from the excavation site.
After the Genospino caused so much damage to Mosaic City, Land detected the current of a regeneration cube terminal from the area. He exerted his military influence to force Siegal to send a unit to the city. Unfortunately the terminal was activated before he could reach it, but Land pondered whether it was responsible for the revival of the Beast Liger.
