Cunningham's a deceptive man who appeared in search of a lost crate of gold, lying about his true mission to disguise the actions of his group.

Conspiracy, Episode 36
Cunningham came to Jerome Town with a unit of Command Wolves, allegedly looking for explosives and sleepers that'd been left behind by the war. The villagers were happy to let him clear the area, and when he ran into Bang, who'd allegedly gotten lost in the sand storm, he was happy to let him tag along, even at the concern of his men.
They eventually found the supposed box of explosives. Immediately the unit was attacked by a Gun Sniper, who shot down the wolves. Cunningham fled in his Gustav, pursued by Dorset and his Gun Sniper. A scuffle over the radio indicated that the battle ended in a messy explosion that destroyed both Zoids. As it'd turn out, Dorset and Cunningham were working together. They faked the battle and the loss of their Zoids to stop anyone from looking for them and escaped together with the gold.
That is, until Bang Freiheit caught up with them. Dorset, having not actually destroyed his Gun Sniper stayed to fight. Cunningham attempted to escape but was caught after the battle and apprehended.
